The poll program was developed to either to download a cookie or do a lookup of the IP address of the computer of a person casting a vote in a poll to ensure only that one vote can be registered from each individual IP address.

Some users have had problems casting a vote for polls. This is because:
(1) the user's system has been set not to allow cookies to be downloaded ; and/or

(2) the users network runs from a mainframe; and/or

(3) the administrator of a client-server network is masking individual IP addresses from PC's within the network.

The effect of this is that once one user on that network has voted, additional votes cannot be cast from any other user on the same network.
