“All politics is local”, the late Tip O’Neill is meant to have said.  In Britain, we have always regarded this statement as an exaggeration, since it is national rather than local trends which seem to determine the outcome of the great majority of elections.  The local and European election campaigns currently underway are being fought, in the main, on national issues.  ‘All politics is national,’ might easily be the comment of a British politician.
