The management of water has always been one of the foundations of civilization. The cradle of civilization in Mesopotamia, the land between the rivers, was an irrigation society, sharing water, maintaining channels and other infrastructure, all of which required a political organisation. The Romans were particularly skilled in water management. The eleven aqueducts of ancient Rome were capable of delivering one billion litres of water to the city every day. Water Management remains as a great a challenge for modern society as in times past. Malcolm Turbull, Parliamentary Secretary to Prime Minister John Howard carries ministerial responsibility for water in the Federal Government and recently made this presentation to the Sydney Institute
